Doesnt matter if the guy was jaywalking or not. Pedestrians always have the right of way, otherwise you have the right to remain silent.... ect ect ect.
It may not be murder but it can still be manslaughter or assault with a deadly weapon (a car) if you arent careful.
But seriously, how fucked up did the guy in the PT cruiser have to be to run a redlight that had been red for 28 seconds? I mean Jesus, he must have been asleep or getting a blowjob, or both. Either way he is in a world of legal pain now.

I wasn't on the guy's ass. The pedestrian ran out in front of the road at a point where another road dead ended into the one I was traveling on. The truck in front of me put its brakes on, I put my brakes on moderately because I wasn't all over his ass and I was expecting him to make a turn. I realized too late that he was at a dead stop and I slammed my brakes but didn't stop in time to avoid tapping his back bumper. edit: to clarify, I never saw the pedestrian until after I hit the truck. The truck blocked my view of him running out into the road.
