they're the same. only a few games were optimized like killer instinct was (fullscreen and 17% faster)
back in the day, most SNES PAL games ran 17% slower than NTSC games AND they had with two black bars at the top and bottom of the screen (kind of like widescreen DVDs) which slightly squished the graphics a bit and made things short and fat.

Yep they are. PAL and NTSC are the only two standards (from what I know).

I just finished installing MAME for the PSP. If you mean "for television", you're forgetting <a href='http://en.wikipedia.org/wiki/SECAM' target='_blank'>SÉCAM</a>. But then again, it's French, so forgetting it is not only excusable but commendable!
