Not a tattoo, at 40 - 48 seconds you can clearly see that it is a bracelet.

Take a look at the 40-48 seconds mark. I now believe that it is one of two things. Here is what I saw
1. It is reflective.
2. It is dark in some spots, but not in others.
3. It is CLEARLY not on top of her arm, only the bottom.

I offer these two possibilities:

1. A child's band-aid, the clear plastic strip kind with pictures printed on it.
2. A fake tat, the stick on type that are very shiny.

It is VERY reflective, so I don't think it is the shine of a real tat.

At the 5:06 time mark she turns her arm directly at the camera while she is licking her fingers. It IS a band-aid, from that view.

The thing on her wrist is one of those bracelets that only come half way around, you can see its gold and how it tapers down, I don't know at what time I forgot to make a mental note.

I have something that strongly resembles this, got it off my university's file sharing network. It's labelled "University of Victoria drunk teens stripping", but someone probably renamed it that.
