Specifically, that's the memorial amphitheatre.

Looking more closely, there are tombs of the unknowns at Arlington for each major war. However, there are tombs like that in other places, as well.

I think Phife answered that in good faith.

Living in America, I think we can safely assume he was referring to the one he knows best.

It is considered one of the highest honors in the U.S. Army to serve as a sentinel for the Tomb of the Unknowns. Over 80% of soldiers who try out for this duty do not make it. The guards do not wear a badge of rank on their uniforms, so they do not outrank the Unknowns, whatever their rank may have been.
