I'm pretty sure it's a tattoo. It can't be a bracelet because there's nothing going around her wrist, it's just that one spot. The glare could be because it was done relatively recently cause they do get a little bit of an odd shine thing when they're just a few days old. It also could've been any number of bodilly fluids that somehow managed to find it's way over there (it happens).

Also as for the whole wondering where everyone is coming from. I've been reading this site for a while now I just never bothered signing up to post comments.
