Yeah, I didn't catch it on the first few of that list nor the first ones for most passengers or cargo. (Atlanta (again) and Memphis, respectively)
Perhaps those airports have more than one tower, though. I don't claim to know much about aviation.
Busy day though, so I'll have to look again later if the puzzle's still unsolved.

It's got a body of water on the east side, so I tried all the "usual suspects": Narita, Singapore, everything in NYC, O'Hare, San Fran. And then the ones that I didn't imagine near water, like ATL and Memphis.
The only thing I can think of, is the tower must be busy for an event of somekind. So, naturally, the Oshkosh fly-in at Wittman Regional Airport, Oshkosh, Wisconsin.

Well, you didn't have to make it quite THAT easy...
The Very Large Telescope (actually 4 instruments), located at the Paranal Observatory on Cerro Paranal, a 2,635 m high mountain in the Atacama desert in northern Chile.
